DC backs farmers markets in low food access neighborhoods with grants and lower fees
The DC Council enacted the Farmers Market Support Amendment Act in 2025, creating grants and discounted permit fees for farmers markets in low food access areas. A separate bill pending before the Committee of the Whole would change which urban farms qualify for the urban farm property tax credit.

Change the urban farm tax credit rules
For the urban farm property tax credit, would allow crops other than produce, remove the option to grow crops directly in site soil, and require crops to have only minimal contact with site soil. Pending before the Committee of the Whole.
The bill both widens the crops that qualify and narrows how they can be grown, so CODR is watching its effect on urban growers.
Support farmers markets in underserved neighborhoods
Creates a grant program to help farmers markets in low food access neighborhoods cover operating, infrastructure and extended-season costs, and requires discounted permitting fees for those markets.
Families should have easy access to fresh food bought directly from local farmers.
