Iowa Medical Freedom Act, limiting required medical interventions, got a subcommittee nod but stalled
Iowa signed protections for medical practitioners' conscience, whistleblowing, and free speech in 2026, and a 2025 law protecting speech from meritless lawsuits. The Iowa Medical Freedom Act and limits on emergency powers over religious practice did not pass. Bills on clinical students' vaccine exemptions, fluoride, raw milk, and ending the income tax also stalled.

Protect conscience and speech of medical practitioners
Provides protections for medical practitioners and health care institutions, including for the exercise of conscience, whistleblower activities, and free speech, with penalties. Signed by the Governor in May 2026.
Doctors and nurses should be free to follow their conscience and speak openly without fear of reprisal.
Vaccine exemptions for clinical students
Addresses vaccination exemptions for students in clinical rotations and which postsecondary schools qualify for Iowa tuition grants, with civil penalties.
CODR supports protecting exemptions for students and is watching the details of how this bill treats them.
Limit emergency powers over churches
Modifies powers and duties during disaster emergencies and public health disasters, including a prohibition on regulating religious institutions and practices.
Houses of worship should stay open and free from state control, even during emergencies.
Iowa Medical Freedom Act
Limits requiring medical interventions by businesses, governmental entities, and educational institutions, and modifies state authority during public health disasters.
No one should lose access to work, school, or public life for declining a medical intervention.
Rules on fluoride in water supplies
Relates to the use of fluoride-based additives in private and public water supply systems.
CODR supports ending water fluoridation and is watching whether this bill moves in that direction.
Change Iowa’s raw milk provisions
Eliminates provisions relating to raw milk, including its production at certain dairies, products made from raw milk, and labeling and distribution.
Families should be free to buy raw milk from farmers they trust, and CODR is watching how this change would affect that access.
Protect speech from meritless lawsuits
Creates a special motion for expedited relief in lawsuits involving free speech, press, assembly, petition, and association. Signed by the Governor in May 2025.
Citizens should be able to speak out and petition their government without being silenced by costly lawsuits.
Eliminate the state income tax
Provides for eliminating the individual income tax and alternate income tax by creating a taxpayer relief trust fund and an income tax elimination board and fund.
Families should keep more of what they earn.
